Until you submit your contributor agreement and get access to edit the
pages, you can leave comments on the pages.  Someone who does have
edit rights will then be able to incorporate your suggestions into the
page.  I've done this a few times as I still haven't sent in my
contributor agreement.

I ran into this same situation and got my answer on the #struts
channel on Freenode.

The following comment is off topic, since I'm sure it is more of an
issue with the ASF than Struts, but I think it is too bad that the
"cost of entry" for contributing to the Struts 2 documentation on
cwiki is as high as it is.  I wish that Struts 2 Documentation cwiki
edits could fall under some sort of "click through" license agreement
like that used by Wikipedia.  A personal anecdote as to why this would
be nice is that I have yet to send in my agreement, though I have
every intention of doing so.
