Besides the fact that there are a few S2 committers who are also XWork committers I think you've misunderstood how open source works. The XWork license is derived from, and compatible with, the Apache license. That's weird; we're running multiple S2 apps on WebSphere and have been for some time (i.e. pre-2.0.11, although I think that's what we're running now).
