Oops, I just found this in my "I should reply to this" bucket. Boy, am I on
the ball...

There's no policy per se. Given that this isn't something that users
actually care about, there would be little reason to announce it on the user
list. It's really only of interest to developers.

For our "mainstream" releases, we do have an announcements list that we
should be sure to use, in addition to the regular lists. That way people who
only want to hear about the releases themselves can do so without having to
deal with other traffic they don't want.

To answer Rainer's question about roles, yes, emeritus PMC members are
listed as committers.
