Maybe the Windows packages need a more prominent location instead of 5 pages
down on a more than average screensize.
I don't think the Aix packages which are the first on screen, come anything
near the number of downloads of the Windows binaries.
The Apache 2.0 Windows binaries are only available for Subversion 1.5.X on
tigris.org, so that link could be a bit less prominent compared to the 2.2
version or users are downloading a 1.5.6 version instead of 1.6.9.
