Like I asked in the thread about the freeze/unfreeze feature: what
happens to a client committing to a frozen repository? Will it hang
until unfrozen (or client-side timeout)? Or will it fail immediately?
If it errors out, will the error message be configurable (as is
possible from the start-commit hook)?

(I like the proposal to "move" the start-commit hook, but just wanted
to react to this bullet in the list because I'm not at all sure that
"freezing" is a good alternative here (or at least it needs to be
fleshed out a bit more)).
