- for RA access (a network client like svn) the server sets both
svn:author and svn:date, the client has no control.
- for FS access (a filesystem client like svnadmin) the server sets
svn:date and the client controls svn:author.
svnadmin load is not as efficient as it could be as it has to do a
revprop change after each commit to set svn:date.
