To elaborate on Brane's reply: the ASF as an organization doesn't fund development; funding, when present, is expected to be handled directly between the funders (companies) and fundees (developers being paid). Nothing stops a consortium of interested parties from pooling their resources to fund someone's work on feature X, but that is expected to happen "out of band", not on any *.apache.org place but directly between those interested parties and that developer.
