There are still a couple of nominations with lack sufficient votes, and
the javahl fixes branch is about to merged to trunk and then nominated
for 1.14.x. If progress is made over the weekend we could still include
all of these changes.

At the latest, I will roll releases on Wednesday, February 3, with any
changes that have received sufficient votes to be merged by then.
I expect we will need a week to get the artifacts tested and voted upon.
We should be ready to publish releases by February 10.
