Review Comment:
   yes, it does the checks when constructing a new column group from 
uncompressed input, the checks are mainly for when you perform operations on 
the functional compression, and for some reason it ends up as a constant or 
zero. This makes you construct a functional group rather than the much cheaper 
const or empty groups if naively implemented.
   Hence making a constructor that is able to return these other types is 
beneficial.
