I think Howard is refering to the maven-release-plugin that when invoked can update all your project's (and subprojects) versions from X.Y-SNAPSHOT into X.Y
I admit of not having used that, but a) I know Igor is using that all the time and b) we aren't forced to use that if we dont want. AFAICS, what needs to happen from our part is: a) committers get deploy rights to repository.apache.org (we just send them usernames) b) one or two ppl (from our PMC perhaps) get rights to mark a staged release as 'final' (that's just a button click in nexus UI) c) finally, we change our poms to deploy snapshots and releases to repository.apache.org instead of people.apache.org (that new repo already mirrors people.apache.org - and will probably replace that at some point?) There's a JIRA to track project requests for this @ http://issues.apache.org/jira/browse/INFRA-1896 and it also has 2 links of what maven devs exact process is.
