I don't know what you're talking about. Anyone can start a new thread in the users mailing list. This is the dev list, which is for discussing Tapestry from inside (a.k.a. the development of it), not for using it.

Then if he wants to dive deep and propose some idea, then he can easily join this list !!

You (and anyone) can create this Google Group, but the official place for discussions will always be the mailing lists, because Tapestry is an Apache project and that's how Apache works. It has been working for Tapestry and other Apache projects very well for many years already.

If you want to use the mailing list with a forum view, you can use Nabble: http://tapestry.1045711.n5.nabble.com/Tapestry-User-f2375125.html.
