http://tapestry.apache.org/committers.html (That page is "included" in the About page and one or two others.) When you click the "edit" link in the upper right corner you'll be taken to a cwiki.apache.org login page where there's a "sign up here" link. After you register then Howard or Uli can give your account full access. I don't know why a separate account is needed, but it is.
