As we discovered unfinished tasks in https://github.com/apache/texera/issues/4080. There are two sub issues related to copyright/license, which are very important for such a release. I also suggest in the future we can include this kind of release-preparing issue with the RC so we know the progress/status. Let's get the issues fixed and prepare another RC.
