Hi Texera team,

For context, I am currently managing a Github issue with many sub-issues
related to my work (see here <https://github.com/apache/texera/issues/4301>).
I have found that as a Contributor, I am unable to create or edit
sub-issues, only normal issues. This causes some overhead as I need to have
a Committer create the sub-issues and give them the content I want to
write. It would be better if I can manage all of this myself.

Is this a restriction in place by ASF or Github? An alternative idea I had
is to write the sub-issues as normal issues first, and then have a
Committer mark them as sub-issues under the parent issue.

@Xuan Gu <[email protected]>  and @Kun Woo Park <[email protected]>: Since you
are also managing similar projects, what is your experience with this?
