each language or folder has it's README.md file e.g. lib/perl/README.md
the dependencies are listed there and we have the build folder with the
specific things for builds and deployments with info on packages to be
installed.
and the .travis file which is documented on http://docs.travis-ci.com/
the website uses the README.md files located within source as well
