Tests passing.
Going to commit - please improve opening up future issues.
Some things I see so far:
* we need a better way to select Translation APIs
* there are 2 categories - Network/API-based, and model-based (which can and
probably also should be network based, but are based on ExternalTranslator)
* we need to configure Translators better - currently ad-hoc and property
files suck.
