[~pauljackson] right, target your fix to tp31. If/When it gets committed, we'll
merge it into master also.
[~spmallette] the RAT exclusions are required just to get {{mvn clean install
-DskipTests}} working on Windows, otherwise it blows up out of the gate. With
Paul's fixes, Windows can run {{mvn clean install
-DskipIntegrationTests=false}} through {{tinkergraph-gremlin}}.
There are still other issues with the Windows build lurking in
{{hadoop-gremlin}} that we were hitting a while back when Appveyor was still
enabled -- I think there were peculiarities around HDFS and the local Windows
filesystem.
