[~spmallette] the RAT exclusions are required just to get {{mvn clean install -DskipTests}} working on Windows, otherwise it blows up out of the gate. With Paul's fixes, Windows can run {{mvn clean install -DskipIntegrationTests=false}} through {{tinkergraph-gremlin}}.
