Based on a [devlist discussion regarding JDK
support|https://lists.apache.org/thread/jt0t8h6l64z2pfcy8q1kzgnlx8j476ck],
there is no expressed interest in remaining bound to Java 8. Based on this, we
should drop the Java 8 build, and increase our language version Java 11 in
3.8-dev such that we are no longer restricted by Java 8.
