I don't intend to start (or enter) a flame war here, but you are
making an interesting point.

What about commiters changing behaviour of tomcat in a spec-free-zone,
breaking tons of webapps worldwide, and  replying to all bugzilla
entries and comments with RESOLVED INVALID?
