I believe this is a Nexus thing where orgapachetomcat comes from the staging profile which I presume is associated with the TLP/PMC that will be voting on a release. Once released, the artefacts will end up in the repository under o.a.tagllibs.
Maven's recommendation is that the groupId match the Java package structure, and provided it's unique there's no issue. It was o.a.taglibs under Jakarta and changing it is just introducing incompatibility. It's more of an administrative issue around which PMC is governing.
