Already gave them in another thread, Each time a release was not done by a
PMC the release was broken (or the release was out before it shoudl have
been = site was broken compared to central for instance), You can check JCS
for the last example. If a guy can't handle the whole release then it is
not a release manager, Think it is easy enough to understand. Only PMC can
do the whole chain so only PMC can be release manager.
