Is there a way to use docker-compose so that all components can be built in parallel instead of in serial?

The command for CentOS 7 builds the Traffic Portal RPM successfully for me,
as well, using
https://dist.apache.org/repos/dist/dev/trafficcontrol/5.1.2/RC2/apache-trafficcontrol-5.1.2.tar.gz
as sources.
