At one point I had tooling that generated changelogs using the commit messages 
from a given commit and grouped them by tag instead of a formally maintained 
markdown file that has to be merged/updated by humans.  It seemed to provide 
enough guidance at the time for people to navigate effectively who weren’t 
engaged in the repository regularly.  They’d actually asked for that grouping 
specifically to help categorize work.

I guess that could make it more complex for changes that cross components...
