I might be trivializing this, but: There are two parts to the project: the "infrastructure" that deals with how to publish content; and the content (presentations, etc.).
I would be happy to give all Apache committers commit rights to the "content" section. Difficulties in dealing with the "high volume of contributions" is a "problem" that is good to have.
