Having an annotated directory tree somewhere in the docs would be awesome. It 
might also lead to some reorg to make things simpler.

In addition to your questions, why, for example, is there a content/Training as 
well as a content/Apache/Training?  What's the stuff in tools? What's that 
top-level target directory for?
