I imagine end-users are people interested in writing Annotators, as opposed to
people more like us interested in doing frameworks for them :-) In this case,
the end users in my imagination are writing their unstructured analytic
algorithms for use in the UIMA framework and want to have them somewhat
configurable and like using the external settings approach.
