Based on the recommendation for how to use paragraph tags (

) and the entry in the doclint source in openJDK (
[http://hg.openjdk.java.net/jdk8/jdk8/langtools/file/1ff9d5118aae/src/share/classes/com/sun/tools/doclint/HtmlTag.java]
) I suggest that we don't make changes to existing Javadocs that follow this
convention of omitting the closing paragraph tags..
