4) These files are covered by the initial code contribution by Apigee.
In summary:
1. I'll create a patch to fix license headers on all files of 4) and update
LICENSE and add NOTICE for 1) and 3).
2. PMC needs to decide with to do with Tim Burk's contribution.
Note: I don't have a legal background so a double check of my assessment is
welcome!
