[VOTE] Release 1.0.0-rc4 as Apache Usergrid 1.0

Here we go again...

I have prepared Apache Usergrid (incubating) 1.0.0 release candidate 4
(RC4) which includes a fix for the file name problems and portal test
failure that Lewis reported, and a fix for the launcher build problem
(USERGRID-224 in JIRA).  The stack/services test failure that Lewis
reported is an intermittent problem and, in my opinion, should not stop us
now.
