The above commit adds support for sending HTML emails. However, they are not
managed through the web frontend. I'm really not ready to open that can of
worms (accepting HTML content in forms). Instead, there is a script distributed
as part of the management node code (vclmessages.pl) that allows HTML content
to be set for the email messages. If the frontend detects any tags in the
content for a message, it disables input for that message.
