Sergey, As I understand it, since the birth of Httpd and the license, patches sent to the mailing list (a) don't require a CLA and (b) are acceptable contributions.
The idea is this: users get the source of Apache stuff under the terms of the license, and that license specifies that, if they send in a patch, it's a contribution.
