please don't be discouraged ... actually not getting a release by Justin is 
actually considered a measure for being a real podling ;-)

Some questions I think you could simply respond to the way you do ... in the 
raphchi-java the main pom doesn't seem to have a license setting. A lot of 
files have Apache headers, but not all. There are still a lot of files without 
any real header. 

If the maintainer clearly states all is Apache, that should be ok for us.

I added the code because the archifact has the license apache, I never look the 
code looking for the license :/, sorry for that.

I think if we don't get any answer during the next few days, we just remove the 
code from the main branch until we get an answer. Also the repository looks 
dead :/ I don't have hope to have a reply from the authors.
