ASF allows opening GitHub discussions as long as we agree on the email discussion. But first we need to clarify the boundaries of Jira and GitHub discussion, what kind of issues are suitable for Jira and what are suitable for GitHub discussion, otherwise it will cause misunderstanding to users and contributors. It is also not conducive to our management and the accumulation of issues to categorize.
