It doubles the size of the current design, and with Graham's reply
from the marketing list, I'm wondering whether we should use it at all
- partially because everything would break without JavaScript -
without it enabled, the user wouldn't be able to get anywhere (a
href="#"), but more importantly, if sub-pages are intended (pages
in-between clicking I want to learn more about OpenOffice.org and
why.openoffice.org), then this virtually eliminates the need for the
additional content.

This is a great point - the additional content should not be very
large, nor should it be so small that the user doesn't have confidence
that the link they will click is where they want to go (this is
exactly what we're trying to avoid!). At 20KB, the homepage will load
almost instantly for anyone.
If the sub-pages load as quickly, then we could avoid JavaScript
altogether. In other words, if the sub-page will load as quickly as
the accordion animation then this is far more important than a flashy
animation effect, as nice as it might look. The only exception might
be the Search | Change Language | Log In tab combo - that will require
some form of JavaScript, but it should be far less a problem than the
accordion.
