Basically, it involves 2 .js files (since CollabNet does not seem to
provide specific tools for localization, we have to rely on JS, as
many NL projects have done so far). One will be a 'settings' file full
of variables that allow NL projects to specify localized strings,
navigation links and some other settings, like the URL that the logo
graphic links to.

Well my opinion is this is kind of how the current JS handles redirection, but maybe others have a different opinion/experience. Since I only get English verionss through the bouncer, I don't have a good idea about what really happens here.

 This will be hosted separately by each NL project.

The second file will be hosted in one place and will take care of the
localization (replacing HTML, etc). This will allow us to make changes
if necessary without making each NL project do it individually.

Again...please forward all this to the NL project. I think this would be the appropriate starting point.
