When reviewing a previous meeting's minutes in the board agenda, the great bulk
of the review is simple, since content from the agenda at the start of the
meeting was already read through during the meeting.
Adding a highlight to all Secretary changes, notes of votes or in-meeting
discussions, or comments that were recorded during/shortly after the meeting
would make reviewing past minutes simpler to scan.
