At present each script that needs access to the mailing list data reads the
files directly.
Whilst the files have a fairly simple structure, it means that fixes need to be
applied to several files (e.g. recent fix to recognise empire-db).
It would be better to have a central mailing list module parse the data files.
Especially since there are plans to change the format to speed up collection
(and possibly parsing).
I have started working on this.
