Can't we just point ErrorDocument to be index.cgi, and have it grab the Status
header like:
[https://httpd.apache.org/docs/2.4/custom-error.html#variables]
Then we could use the whimsy/asf/themes and wunderbar to do any additional
custom formatting easily as well.
