I'm not sure we need more buttons; adjusting the body text based on whether the
meeting has completed may be a better approach. The current code (and body
text) can be found here:

There currently is an "if" check that produces a different default message for
non-PMC officers than for PMCs. The variable «Minutes.complete» can be used to
determine when the secretary has indicated that the meeting is over.
