Summary: Change PMC update to require link to board NOTICE message

There have been several instances of people adding users to the PMC without a
proper NOTICE mail.
Rather than just ask if the Notice period has elapsed, Whimsy could ask for a
link to the NOTICE mail. This could even be parsed for reasonable contents.
