To summarize:
* the 3-year language is incorrect
* the "for *this* meeting" is what holds
Given that, then sure: Whimsy should *not* display proxies from prior years,
and there is no change in the proxy.cgi display of the proxies a person is
holding.
No change needed today.
Concur with Roy to push this to after the meeting next month, and to reclassify
as a bug in the generated proxy (not a Wish). Per above, I believe there is
something upstream that Whimsy consumes, that produces
Meetings/*/member_proxy.txt. So this might not even be a bug against Whimsy
itself, in the long run.
