when you open a project project properties page

then many things can be configured only for the project itself

you can overwrite the workspace settings. And when you do that 

eclipse saves this in a directory .settings this dir can be committed

and then everybody that checks out that project have the same settings.

I see.  With IDEA, you can set per-project code-styles, but the settings are kept in the single project file.  They can be manually imported and/or exported if required, though.
