I have never tried the maven rat mojo. I run rat myself using the jar file from google code. Yes there is many files that doesn't have license headers but they should be accounted for in our LicenceHeader unit tests. You can refer to the rat log files I listed above, if you want a closer look. Other than that, everything built fine, all the tests pass, signatures > and hashes match.
