I tried a ping -s 2040 nu.nl and that resulted in about 100% packet loss. ping -s 1016 nu.nl got about 1% packet loss, so the limit seems to be 1024 bytes.
Setting the mtu to 1024 seems to have fixed the connection (though 1% packet loss is still enormous).
