Same file used to initialize tenant's claim mappings. If we have mapped attributes of secondary user stores in the claim-config.xml, that would not applicable for tenants since in normal tenant creation there would be on the primary user store available to them.
So keep in mind handle those scenarios, if we are to implement this.
