I still think that, we should keep same the namespace URI of, Xalan-J
XSLT 3.0 various instructions that we've implemented.

Changing namespace URI of these implemented XSLT 3.0 instructions
within Xalan-J, to something else than XSLT namespace, shall need
(significant, at-least by me) development effort for changing the
implementation and changing namespace URI within all the already
implemented XSL 3.0 test cases as well.

I think, that the better option can be to wait more before we make any
new (the 1st one, I think) Xalan-J XSLT 3.0 release, when you & others
are happy with the XSLT 3.0 functional coverage that is there with
Xalan-J implementation, and a more better implementation quality.
