Nice work!  This looks very compelling.  I like how the proposed titles
and the abstract both hook the reader in by describing the high-level use
case of SDLC efficiency.  I'm sure that's going to look exciting for a lot
of the Apache community.

My only suggestion is to try to sneak in a more specific mention of what
these tools are, i.e.

"...tools that reduce the burden of pre-commit testing, release note
compilation and shell script documentation."

Or...

"...will discuss the various components that make up the Yetus toolset:
Yetus Precommit, Yetus Release Doc Maker and Yetus Shelldocs."

That would give a potential audience member a more specific picture of
what we're trying to provide.

On the titles, I feel like I'm missing a joke on the first one.  Googling
"and this time Y" just gave me a bunch of links to Dr. Who wibbly-wobbly
timey-wimey stuff.  :-)  Is there something I missed?  Barring that, I
have a slight preference for "Helping Solve the Last Mile Problem" at this
point.
