Yes, the code is failing because it has to call the bigquery external
service with a project id that it owns. Currently there is no emulator.
So, you may have to run the tests manually from a GCE instance after
setting a project id in resources/constants.json.
After this, running the test with -Dbigquery.test.exclude='' will start
passing.
