thanks Ben! the test was removed by mistake - great catch! I'll fix it in the
next patch I upload.
we did not bump the protocol version - I suggest that if this is needed we do
that as a separate patch as this may affect other areas in the code besides the
ones I touched (and may break other things unrelated to reconfiguration :).
LearnerInfo was already changed once without bumping the protocol, so we will
still have the "if" statement there as we do now.
But if we bump the version we could do what you suggest and get rid of the last
part of the "if" that I've added.
