it did fail, but I hadn't tried it enough. Sometimes it didn't fail.
There was a problem in the test, it didn't reply to pings from the leader.
So if the LearnerHandler decided that there was a ping timeout before it
decided that the proposal had timeout, then the test case passed (it finishes
before it had a chance to notice the other timeout). And the timeout period for
both events is the same.
I will upload the corrected patches with your comments updated in a moment.
